- Within its neighborhood the EU promotes its own fundamental values, norms and principles such as RoL for instance. Therefore, the EU has certain role in target country’s Rule of Law reforms process. Consequently, the following question occurs: how and through what instruments does the EU promote the Rule of Law in its neighborhood and under which conditions do these instruments lead to effective Rule of Law? In the present paper, the EU’s Rule of law promotion is regarded as twofold process. This means, that, on the one hand, the EU promotes its own values, norms and principles beyond its borders in order to create a peaceful international environment were the EU’s core values will be spread; and, on the other hand, receiving these policies, neighbor countries are getting closer to the EU family and thus, closer to become the country with European principles and values. The present paper looks on the EU – non member neighbor country’s relations from the concept of the Europeanization and its two main instruments – Conditionality and Socialization, with the aim to provide a comprehensive analysis of such neighborhood relations.
