- Belgium is facing a structural housing crisis. According to the Federal Planning Bureau projections, there will be 447,000 additional households by 2040, 71% of which will consist of one-person households, in a context of growing imbalance between supply and demand in the rental market. Under these circumstances, allocating a portion of the €275 billion sitting idle in Belgians’ savings accounts into new residential property is a promising approach to solving the housing crisis and contributing to the decarbonisation of Belgium’s housing stock, in line with the United Nations Sustainable Development Goals. In the present work, we analyse the following question: “How to make new residential property more attractive for private investors in the Walloon Region?”. To answer this question, we will start by examining the new residential rental market opportunities and threats, covering fiscal, regulatory and financial constraints, as well as the potential offered by sustainability, the reconstruction of households and bank leveraging. Then we conduct an exploratory qualitative study among respondents representing the value chain of real estate development. The semi-structured interviews are analysed using triangulation with the ATLAS.ti software, via a coding method that allows to cross the perceptions of each stakeholder. The operational recommendations formulated focus on three areas: product, marketing and communication by property developers. In conclusion, by supporting and reassuring the individual investor, property developers can become genuine catalysts for a more effective, sustainable and equitable housing policy.
