Abstract
Les organisations intergouvernementales (OIG) appelées plus communément organisations internationales ont la caractéristique principale d’être stato-centrées et hermétiques au citoyen lambda. Seulement, aujourd’hui, les profonds bouleversements causés par l’avènement et l’expansion d’internet poussent ces organisations à reconsidérer la place qu’elles accordent au citoyen. En effet, si par le passé les actions de ce dernier n’avaient aucune incidence sur les organisations internationales du fait qu’il n’était qu’un simple consommateur de l’information qui lui était fournie, de nos jours, internet lui permet aussi de créer l’information. Cette nouvelle prérogative le rend à même d’influencer les agendas des OIG. Dès lors, il devient incontournable pour les OIG de s’adapter au nouveau contexte social imposé par le web. Dans cet élan, les concepts tels que le « multilatéralisme 1.0 » ou « multilatéralisme 2.0 » voient alors le jour au sein des OIG et la plupart d’entre elles s’ouvrent désormais au web. Le présent mémoire de recherche s’intéresse alors à la manière dont les OIG communiquent sur le web ; car si fondamentalement ces organisations fonctionnent à contre-courant des codes de ce média, il y a lieu de s’interroger sur l’efficacité de leur communication web.
Intergovernmental organizations (IGOs), commonly known as international organizations, have the main characteristic of being state-centric and closed to citizens. However, today, changes caused by internet and its outstanding expansion are pushing these organizations to reconsider the place they give to citizens. Indeed, if in the past the latter represented nothing more than information consumers and their actions had no impact on international organizations, nowadays internet allows them to create information. With this new prerogative, citizens are able to influence IGOs’ agenda. Hence, it becomes essential for IGOs to adapt to the new social context imposed by the web. This brings us to the emergence of concepts such as “multilateralism 1.0” or “multilateralism 2.0” and most IGOs start opening to the World Wide Web. This research thesis therefore focuses on the way IGOs communicate on the web. The pertinence of the current research comes from the fact that fundamentally, these organizations work in contradiction with the codes of the web. Considering that fact, there is reason to get interested in the effectiveness of their web communication.
