- Abstract
- This thesis evaluates the European Commission's Pharmaceutical Strategy for Europe (2020) across four pillars: attractiveness, competitiveness, access, and innovation. Using a mixed-methods approach combining quantitative analysis and qualitative interviews with industry professionals and policymakers, the study tests four hypotheses linked to the Clinical Trials Regulation, the SPC Manufacturing Waiver, the HTA Regulation, and the PRIME scheme. Results show that two hypotheses are accepted (access convergence and PRIME acceleration) and two rejected (clinical trial market share decline, export impact). The thesis concludes that the Strategy represents a necessary but insufficient response to Europe's pharmaceutical challenges, structurally limited by national fragmentation and insufficient political commitment.
