Abstract
This Master thesis examines the North Sea Countries Offshore Grid Initiative ( NSCOGI) from a Law of the Sea perspective. This initiative requires the freedom to lay submarine cables in order to carry out its mandate. It examines the international legal framework governing submarine cables, in particular the Unclos provisions dealing with submarine cables. It aims to assess the balance between the freedom to lay submarine cables and environmental considerations. It also explores the legal challenge of the multiple uses of the sea, since cable laying is not the only activity occurring in the ocean.
