Abstract
enDescribed as “Europe’s man on the moon moment,” the European Green Deal represents a bold commitment to achieving climate neutrality by 2050, embedding sustainability across all areas of EU policymaking. But ambition alone is not enough. As the European Green Deal unfolds, a growing chorus of voices warns that its internal policies risk creating external imbalances, reinforcing global inequalities, offloading costs onto vulnerable partners, and reproducing extractive dynamics under a green banner. The very success of the European Green Deal hinges on its ability to extend beyond European borders, not in the form of coercion or conditionality, but through genuine cooperation, justice, and coherence. This thesis asks a simple yet urgent question: can the European Green Deal become truly global — and if so, what role do NGOs play in making that happen?
