Abstract
EN : The PST is a tool imposed to CPAS and municipalities, whose principles are inspired by the new public management. This research examines how it is concretely translated into the organizational practices concept of a Walloon CPAS by drawing on translation theory and the concept of organizational practices. The analysis showed that the PST has been integrated but with a partial and selective adoption. The fragility of its legitimacy, the overly centralized implementation and the mismatch between its managerial logic and culture of social work explain the weak alignment between the tool and actual practices. This linkage appears less as a failure than as an adaptation in response to a tool deemed unsuited to ground truth. This study calls for a rethinking of the design of this type of system, starting directly from organizational realities.
