Abstract
The aim of this work is to analyse and identify what has influenced the evolution of Luxembourg's public finances and to explain the instruments used by the government to influence public finances. In order to answer these questions, a theoretical framework was implemented which is divided into two parts, the first part concentrates on the theory of budgetary policies and the second part on general theory of public finance. Then, the fundamental principles of the Luxembourg budget will be addressed, after which the Luxembourg finances are analysed by exploring the specifics of Luxembourg's GDP, the economic context preceding the period under study and the annual evolution of public finances over the period 2015 to 2019. Finally, the instruments used and the factors influencing public finances are highlighted.
