Abstract
Humanitarian access is an inherent imperative of any humanitarian intervention. However, for several decades now, we have witnessed a major access crisis with historical foundations. Indeed, the first humanitarian operations were, in part, characterized by major affronts by INGOs toward states. Despite this, the humanitarian sector appears to be flourishing. Faced with this dual reality, we wonder whether these refusals reflect growing mistrust among states or poorly constructed relational foundations. This study aims to identify attitudes and relationships between INGOs and state authorities in negotiations for humanitarian access. A scoping review was used to answer the research question and the study objectives.
